The Anti-Corruption and Civil Rights Commission announced on the 4th that it had identified 272 corruption-inducing factors in 148 laws as a result of last year's corruption impact assessment and recommended improvements.

The most common reason for recommending improvements was the lack of specificity and objectivity in the laws, which raised concerns about the abuse of administrative discretion, accounting for 107 cases (39.3%). This was followed by 62 cases (22.8%) where administrative predictability was insufficient, and 36 cases (13.2%) where there was a potential for conflicts of interest.

This recommendation for improvement also included matters related to virtual assets.

The commission recommended that the reasons for reducing fines for violations of unfair trading practices in virtual assets be specified, and that detailed standards for the reduction or increase of fines be established to prevent arbitrary judgments by administrative agencies.
